The Landscape Experimental Local Observatory of the Pianura Veronese was officially established on 31st July 2012 with an agreement between Regione Veneto and the Consorzio di Bonifica Veronese. Besides the Consorzio di Bonifica Veronese (the leading organization), the other supporting organizations are the GAL (Local Action Group) of the Pianura Veronese and the Istituto Universitario di Architettura di Venezia. In the following months the Fondazione Fioroni of Legnago and the Università degli Studi di Verona joined them.

The institutional structure of the Landscape Experimental Local Observatory of the Pianura Veronese has been arranged so far as follows:

In compliance with the Landscape European Convention, the Landscape Experimental Local Observatory of the Pianura Veronese is meant to be an open organization involving local communities, different levels institutions, schools and associations: this is meant to create a public awareness of landscape and knowledge of its features, vulnerabilities and incessant ongoing transformations, in order to carry out the best management and development.

As a centre of ideas, values, strategies and visions, the Landscape Experimental Local Observatory of the Pianura Veronese intends to facilitate dialogue and reflection in order to draw up shared and concrete proposals, intended for landscape preservation, management, improvement and development. The Landscape Experimental Local Observatory of the Pianura Veronese gives priority to the following objectives:

- promoting and deepening the knowledge of local landscape, by identifying landscapes and their chronological transformations;
- catching and understanding landscape transformations, unchanged characteristics, innovations and redevelopments of degraded areas;
- help local communities get their landscape back;
- facilitating the interaction among interested partners, by encouraging participation, cohesion and proposals concerning landscape transformation and preservation;
- promoting transformation shared projects, namely pilot projects meant to inspire landscape future transformations.

The Landscape Experimental Local Observatory of the Pianura Veronese hopes to become a permanent observatory supporting the Landscape Regional Observatory activities. Its proper functioning and carrying out of the activities are ensured by the direct involvement of Veneto Region through the City Planning and Landscape Direction; furthermore, Veneto Region ensures the coordination between the Landscape Experimental Local Observatory of the Pianura Veronese and other regional organizations, in particular with the Cultural Heritage Direction.

Between November 2012 and February 2013 the local authorities within the territory monitored by the Landscape Experimental Local Observatory of the Pianura Veronese were asked to officially join in the project, by ratifying a resolution of the City Council: this was supposed to encourage a greater involvement of local residents and authorities in the activities of the Landscape Experimental Local Observatory of the Pianura Veronese.
